Yes. First Round At-Large bids ensure that those who have proven themselves during the season compete at NDT.
No. If they truly are one of the top 16 teams then they can prove it at their district qualifier.
I don't care because everyone still has a chance to win a bid either from At-Large Bids or in competition.
